State legislation regarding wages and benefits of home care workers: Thirteen promising practices

Introduction/Background

The number of people in the United States that need personal assistance or home health services is steadily increasing with projections indicating the demand will double from 13 to 27 million by 2050 (Kaye et al., 2006: 1113). With the growing demand, the workforce that provides non-institutional personal assistance and home health services tripled between 1989 and 2004, going from 264,000 to 894,000.
